The Toolkit is a companion piece to the Policy Framework for Outreach, Enrollment, Retention and Utilization for Health Care Coverage in California, published by CHC in May 2006. The Toolkit presents specific strategies to strengthen and build OERU. CHC was established in 1992 in response to the growing healthcare crisis. Our mission is to improve health and increase access to quality healthcare for uninsured, under-resourced and underserved populations. CHC works to strengthen community participation in defining state and local policies that impact healthcare access and quality and to increase access for uninsured, economically-disadvantaged and underserved populations. CHC achieves its goals by mobilizing, organizing and empowering community and grassroots consumer groups that share its vision of a healthy, informed and pro-active consumer population.
