HISTORY The history of the Regional Health Councils is the history of Community Health Councils, Inc. (CHC). CHC was established in 1992 following recommendations submitted to the Los Angeles County Board of Supervisors by the Task Force on Health Care Access. The Task Force obtained community feedback through a series of community forums conducted throughout Los Angeles County after the civil unrest of 1992. At the forums, community residents expressed the need for the development of programs and the allocation of resources that were based upon the unique profile and healthcare needs of their respective communities. The residents called for the formation of a local health planning group. Working with residents and other community-based organizations, the Task Force sought foundation support and soon thereafter, CHC was established. CHC provides the administrative support and assistance to facilitate the development of Regional Health Councils in economically-disadvantaged, disenfranchised and medically-underserved communities in response to requests by key stakeholders, residents and healthcare providers in the community. MISSION Increase access to health and quality healthcare services for the uninsured, under-insured and economically-disadvantaged and disenfranchised communities. AREA(S) OF FOCUS The Regional Councils are unique in that they provide a forum for policy dialogue, advocacy, community-based planning and collaboration. The focus and the priorities of the Councils have changed and expanded over time as they seek to respond to the needs of the communities they serve. However, consistent themes have emerged:
- Protection of consumer's rights and access under the Medi-Cal program
- Healthcare needs and access to healthcare for children
- The status of and healthcare needs of the various cultural and ethnic communities
- Ensuring the appropriate allocation of resources to meet the health and human service needs of community residents.
MEMBERSHIP The Regional Health Councils strive to enroll providers, consumers, payers and policymakers in building a higher standard of personal and public health throughout Los Angeles County. Both the general membership and membership within each participating CHC is built on a variety of public and private organizations that support and sustain the community. Membership includes grass root organizations and associations, consumers, and healthcare providers from both the private and public sector.
