MEDI-CAL REPORT CARD PROJECT

HISTORY:
In 1999, CHC, Inc. published the first "Medi-Cal Managed Care Consumer Report Card" in California, and only one of a handful nationwide, to address the need for information regarding Medi-Cal Managed Care. The report card provided consumers an easily understood tool to assess and select a health plan based upon quality and access indicators.

CURRENT PROJECT:
As a continuum of our local efforts to develop a Medi-Cal Managed Care report card, CHC, Inc. is currently working on a Medi-Cal Quality Initiative Project funded by the California HealthCare Foundation (CHCF) to enhance consumer and patient organizations' involvement in healthcare quality issues.

KEY OBJECTIVES:
o To increase Medi-Cal Managed Care consumers knowledge in order for them to make informed decisions when selecting and/or utilizing the Medi-Cal system. To accomplish this goal, CHC, Inc. will be actively working towards encouraging the State to develop a Medi-Cal Managed Care report card as a first step in providing consumers access to information regarding quality of care.

o To develop a consumer guide to assist consumers in assessing the accessibility and quality of services of Medi-Cal Managed Care plans based upon their personal health care needs. The guide, intended to accompany the State's report card, will enable consumers to make a more informed decisions as they navigate through the Medi-Cal Managed Care System.

o To actively engage the state and local health plan partners to improve the quality assurance reporting system. And, to increase the responsiveness and improve the quality of services of Medi-Cal Managed Care plans based upon the needs and concerns of recipients. CHC, Inc. will evaluate current quality evaluation activities by the state and local health plans in order to develop recommendations and approaches to further improve the effectiveness of our quality assurance programs.

CHC has extensively worked with consumers on the issues of quality in Medi-Cal Managed Care, which has enabled us to ensure that the community perspective is an integral part of the process. CHC, Inc. anticipates that the Quality Initiative Project will further our continued efforts to increase consumers' knowledge and ensure that Medi-Cal Managed Care consumers receive quality care.
