Standards and Guidelines for Outreach, Enrollment, Retention and Utilization: Committing to Excellence provides measures for organizations and assistors to strengthen their efforts when conducting Outreach, Enrollment, Retention, and Utilization activities (OERU). The Standards & Guidelines are based on the experience and knowledge of the Los Angeles Access to Health Coverage Coalition members. They were developed to define OERU as a skilled area of expertise; to create a common language and vocabulary; and to establish a universal set of performance expectations for organizations and assistors. About LA Access The Los Angeles Access to Health Coverage Initiative works to increase access and enrollment in quality, affordable health insurance programs for low-income individuals in Los Angeles County through outreach, enrollment, coalition building, advocacy, and public awareness activities. LA Access was established in 2002 with funding from The California Endowment. The Los Angeles Access to Health Coverage Coalition is funded through the Initiative. It consists of health-based organizations working in four geographic regions with large numbers of low-income, uninsured individuals. The original Coalition consisted of seventeen members. It has expanded to include additional partners supported through a variety of grants. Partners work to increase enrollment in public and private health coverage programs (e.g., Medi-Cal, Healthy Families, California Kids), and advocate for the expansion of health coverage options for underserved, uninsured residents in Los Angeles County. Community Health Councils acts as the lead agency in coordinating Coalition activities, which include:
- Improving the coordination of outreach, enrollment, retention, and utilization efforts in the target geographic regions through coalition-building activities
- Identifying the training and capacity-building needs of member organizations
- Coordinating and providing training opportunities and resources
- Informing local policy and advocacy priorities on the uninsured with lessons learned from the field.
